Head of Goods and Services Procurement
Interim Head of Goods and services Procurement required for a large public sector organisation based through the Belfast Trust.
Rate of Pay: TBC
Hours: 37.5 hours per week

JOB SUMMARY / MAIN PURPOSE:
The Head of Goods and Services Procurement will report to the Assistant Director - Procurement & Logistics and will lead and manage the goods and services procurement function, across two divisions which comprise of clinical and non-clinical goods and services, procurement innovation and e-Procurement. The post holder will be responsible and accountable for all professional procurement activities undertaken by procurement staff at various locations throughout the BSO PaLS falling within their span of responsibility.
- Take lead responsibility for goods and services procurement for health and social care working in co-ordination with the Heads of Logistics, Compliance, ICT
- Procurement and Social Care Procurement to ensure consistent best practice procurement and maintain BSO PaLS reputation for high quality effective procurement services.
- Be the lead person for goods and services procurement within BSO PaLS on behalf of health and social care.
- Support the Assistant Director in implementing the results of a review of goods and services procurement with a view to delivering measurable service improvement and preparing BSO PaLS goods and services procurement teams to meet future HSC needs and expectations alongside wider cross cutting reform principles.
- Drive developments in goods and services procurement in line with best practice within the NHS, Northern Ireland Health and Social Care, N.I. Centres of Procurement Expertise (CoPEs) and more widely.
- Lead digital initiatives within those areas for which they have responsibility whilst liaising across PaLS procurement functions to ensure consistency of approach.
- Leadership, at a strategic level, of BSO PaLS procurement service for clinical and non-clinical goods and services provided to HSC organisations ensuring that services provided are efficient, effective and exceed client expectations.
- Provide advice to Board level officers (Chief Executive Officer, Executive Directors and Directors) in all HSC organisations in respect of procurement of clinical and non-clinical goods and services.
- Championing within BSO PaLS innovative uses of new technology to drive service improvement with customers whilst working with PaLS Heads of Service across the BSO PaLS Procurement function to ensure consistency of approach.
- Drive procurement digital initiatives which support streamlining purchase to pay processes for clinical and non-clinical goods and services.
- Delivery on relevant strategic objectives contained in the Department of Health (DoH) Strategic Procurement Action Plan procurement strategies in order to meet the strategic objectives of HSC and deliver improvement in all-round supply chain performance.
- Deputise where required for the Assistant Director - Procurement & Logistics in matters of Public Procurement Policy including, but not limited to, engagement with external organisations, Department of Health officials and Central Procurement Directorate.
- Liaison with clients at all levels (from Chief Executive to end user) to ensure services provided are fit for purpose and provide expert advice on procurement matters where called for by those clients.
- As a subject matter expert communicate complex matters of procurement law to Board level officers within HSC, where necessary communicating difficult messages whilst taking into account operational sensitivities and pressures.
- Where necessary communicate difficult and complex messages to stakeholders external to HSC including, but not limited to, suppliers, trade bodies, and representatives.
- Take lead responsibility within the clinical and non-clinical goods and services area for quality management including maintaining ISO 9001 accreditation, contributing to BSO PaLS maintenance of the EFQM Mark of Excellence ensuring that all processes comply with legal, statutory, policy, DoH and procedural requirements.
- Ensure maintenance of Centre of Procurement Expertise (CoPE) Accreditation through strong leadership of the clinical and non-clinical procurement services and timely interpretation and implementation of procurement policy matters contained in Procurement Guidance Notes (PGN).
- Establish Key Performance Indicators (KPIs) which monitor performance against targets and use those KPIs to drive performance improvement in the Procurement Sourcing and Procurement Operations functions within the clinical and non-clinical procurement services.
Quality and Modernisation:
- Develop strategies and initiatives to secure continuous service improvements with customers through Procurement Boards whilst maintaining effective control over procurement in accordance with N.I. Public Procurement Policy.
- Champion positive customer relations and promote a customer care culture within BSO PaLS.
- Develop programmes of supplier rationalisation and product rationalisation and oversee their implementation in order to maximise value for money whilst ensuring secure supply of goods and services to HSC organisations
- Ensure that all goods and services procurement is undertaken in accordance with appropriate procedures contained in N.I. Procurement Guidance Notes (PGNs) and disseminated to HSC by DOH, relevant EU and UK Legislation and customers Standing Financial Instructions and to agreed Service Level Agreement requirements.
- Develop benchmarking initiatives in respect of both operational performance/costs and product/services pricing to ensure BSO PaLS performance benchmarks well with best in class.
- Participate in the emergency on-call arrangements operating within BSO PaLS.
Financial and Resource Management:
- Manage significant pay and non-pay budgets for the goods and services procurement function in accordance with BSO finance procedures remaining within overall agreed budgets.
- Delegate budget management / control commensurate with effective decision-making.
- Develop robust bids for new services ensuring break-even, liaising with Finance and Human Resources experts to ensure bids are appropriately graded and costed.
- Devise and implement programmes to meet savings targets and Value for Money initiatives within BSO PALS Procurement as dictated by the financial environment within HSC.
- Act as the lead officer within BSO PaLS for Procurement systems.
- Co-ordinate use of systems across all BSO PaLS procurement functions (Goods and Services, ICT and Social Care) to ensure they are used in a consistent way and meet the current and future needs of BSO PaLS.
- Drive the promotion and implementation of digital solutions with suppliers and customers.
- Make full use of available management information to monitor and improve performance within goods and services procurement.
- Benchmark operational performance and price performance to ensure customers receive best value for money.
- Have senior management experience over at least 3 years in the last 5 years of procurement management involving providing specialist procurement advice to Board level officers within large and complex organisation.
Definitions: · Senior Management - reporting to a minimum of a 3rd level officer in a large and complex organisation. · Large and Complex organisation - greater than 250 employees or turnover in excess of £50m.
- Candidates must hold a relevant Primary Degree or Master's Degree, within a business, procurement or related field Or Have full membership of Chartered Institute of Procurement and Supply Shortlisting by Application Form
Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
- Have excellent networking skills and proven ability to develop and maintain relationships across a diverse range of organisations
- Demonstrate strong leadership skills in managing service delivery within budget constraints to challenging targets.
- Demonstrate excellent communication skills, both written and verbal and be able to communicate effectively at all levels (including Board level) to stakeholders both internal and external.
- Demonstrate experience of complex change management processes.
