Job description

Band 4 Finance Team Officer (Higher Level) is required on a temporary basis based in Coleraine

Role: Band 4 Finance Officer (Higher Level)

Rate of Pay: £11.20 per hour

Location: Coleraine

Hours: 9am - 5pm

Duration: Temporary

Main duties/Responsibilities:

  • Ensure tenancy agreements are signed by any new tenants entering The Brook in line with the admissions procedure.
  • First point of contact for potential tenants and their families, giving information and answering questions. Meet again on commencement of tenancies (and after as necessary) to discuss tenancies and finances, complete tenancy agreements, application for Housing Benefits, SSA benefits and other statutory bodies as required.
  • Complete applications for Attendance Allowance, DLA - research and document tenants' care needs, their illnesses and medication requirements. Liaise with SSA staff by telephone, discussing tenant's individual needs.
  • Provide advice and information for relatives re tenancy, SSA benefits and financial issues by phone and in person as required.
  • Calculate monthly charge to tenants, estimating interim charges based on financial information gained from income and investments and arrange payment methods with relatives.
  • Calculate on an annual basis new tenant charges, and inform relatives of same, providing calculations to support.
  • Liaise with outside organisations e.g. Housing Executive, Fold Housing, SSA, Supporting People, and banks re tenants' entitlements, benefits, tenancy status etc.
  • Raise monthly spread sheet for tenants' charges to be invoiced, checked invoices for accuracy prior to issuing.
  • Responsible for rising monthly invoices to Supporting People and Housing Executive for individual tenants' financial support.
  • Monitor flow of income from tenants and various statutory agencies to ensure accuracy of income receipted. Develop and maintain spreadsheets recording income received, from tenants, Supporting People and NIHE, collating and comparing with amounts invoiced. Inform relevant bodies of any discrepancies.
  • Collate information of a personal nature from tenants and relatives - input onto NICORE form to be forwarded to Fold Housing Association.
  • Responsible for receipt of cash deposits to individual tenants' savings accounts, request funds from relatives when required, action withdrawals and balance float, maintaining appropriate paperwork in line with Trust procedures. Maintain records of individual tenants savings accounts on a monthly basis. Reconcile to monthly accounting report.
  • Meet with tenants on a quarterly basis. Explain balance of savings accounts to tenants.
  • Assume responsibility for holding securely and managing cash funds for 31 flats' tenants living expenses. Hold average of £2000-£3000, paying bills such as groceries, milk, newspapers, hairdressing, entertainment expenses, weekly or as filled. Organise delivery of papers, milk etc. Release funds to tenants as required.
  • Lodge income to bank on a weekly basis. Cash cheques received from cash office to replenish funds.
  • Set up methods of replenishment of cash funds according to individual tenant needs.
  • Develop and maintain detailed records of expenditure, produce monthly statements and balance funds on a regular basis.
  • Discuss with tenants their finances and expenditure, at a level suitable for individuals' ability to understand. (Tenant group is dementia). Set up and maintain files for residents' personal communications.
  • Maintain records of all admissions and discharges, monitor room occupancy and notify accounts department of voids on a monthly basis.
  • Set up and maintain register of all applications to The Brook. Follow up application process.
  • Create and maintain waiting list for The Brook, liaise with Housing Support Manager when vacancy arises, ensure offer made to chosen applicant and oversee admission process.
  • Provide clerical support as required.
  • Any other duties as required.

Essential Criteria:

3 years experience in a finance environment and an in-depth knowledge of Excel

Plus

HNC/D in Business Studies or equivalent

MNASL
