Band 5 Project Support Officer, required on a temporary basis based in the BSO Centre House, Belfast

Role: Band 5 Project Support Officer

Location: BSO Centre House, Belfast

Pay: 11.66

Hours: 37.5 per week

Duration: Until 31.03.2020


  1. Support the analysis of user requirements and assist in the design, implementation, development, documentation and support of complex ICT solutions;
  2. Provision of support for preparation and documentation of project specifications;
  3. Work with key stakeholders and software suppliers in the development and implementation of solutions;
  4. Provision of system management and administration expertise to support the roll-out of projects and services;
  5. Provision of ICT technical expertise, feedback and guidance to service users and Key Stakeholders;
  6. Develop test plans for new project elements, such as interfaces and perform testing against plans, documenting outcomes and remediating where appropriate;
  7. Working with clinical, service and IT specialists to ensure testing and delivery of project elements meet requirements;
  8. Record, analyse and resolve complex incidents and problems related to ICT solutions or data quality issues ensuring escalation where required;
  9. Assist in the development, implementation and testing of robust backup and business continuity procedures for services
  10. Participate fully in BSO quality initiatives particularly those involving ITS and specifically the application of ISO 20000;
  11. Use and compliance with the ITS ISO 20000 Approved service management processes for all elements of service management;
  12. Ensure ICT Services operational documentation for which they are responsible for is kept up to date. Financial and Resource Management
  13. Assist the Service Manager with the planning of delegated budgets, deployment of financial resources and personnel in a timely manner to meet planned milestones and timetables;
  14. Support the approval processes for ICT expenditure, including input to business case development, gateway reviews and project evaluations;
  15. Support the monitoring and review of support contracts and service level agreements for ICT solutions and services.
  16. Participate personally in the organisation's Performance Review Scheme and review individually on a regular basis the performance of any direct reports, providing guidance on personal development requirements and advice on appropriate action;
  17. Take responsibility for his/her own performance and take action to address identified personal development areas;
  18. Delegate appropriate responsibility and authority to the appropriate staff within his/her control consistent with effective decision-making whilst retaining responsibility and accountability for results;
  19. Plan, allocate, monitor and evaluate work carried out by staff reporting to him/her;
  20. Participate as required in the selection and appointment of staff reporting to him/her in accordance with procedures;
  21. Take such action as may be necessary in disciplinary matters in accordance with procedures laid down;
  22. Complete all line management responsibilities in relation to staff contracts, requests and maintain accurate information on the HR, Pay, Travel and Subsistence system (HRPTS)
  23. Participate in team meetings and contribute to service improvement related to your service area


1a) A university degree or equivalent or a relevant professional qualification PLUS 1

years relevant experience* OR 1b) A HND plus 2 years relevant experience* OR c) Have 4 years relevant experience*


1d) Have successfully completed a 2-year Level 3 ICT Apprenticeship within the past 5 years PLUS have 3 years recent relevant experience*. Achievement of this qualification must have been assessed by verification through the appropriate awarding body. Participants must have completed a competence based ICT/IT qualification at Level 3, a knowledge based ICT/IT qualification at Level 3 and the mandatory essential skills. 2) At least 6 months experience in the use of business-related computer systems and Microsoft Office applications including Microsoft Word and Microsoft Excel

  1. Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
  2. Have experience and ability in planning and managing activities to deliver against service delivery plans;
  3. Have worked effectively to influence and achieve results with a range of stakeholders;
  4. Have excellent communication and interpersonal skills to meet the needs of the post in full;
  5. Have the ability to identify, collate and analyse information from a variety of sources to support decision making and reporting.
