POST: BELSL / Health Protection Immunisation Programme Manager
BAND: Band 7
RATE: £19.89phr / 37.5hrs per week

LOCATION: Public Health Agency, HQ, Belfast
DURATION: 6 to 9 months maternity cover
The post holder will provide a lead regional role to enable the Public Health Agency to deliver on its key functions in relation to immunisation programmes in Northern Ireland which include:
Leading the implementation of policy and introduction of new and improvement of existing immunisation programmes.
Ensuring the delivery of high quality, safe, effective and equitable programmes.
Supporting continuous quality improvement.
Programme monitoring and evaluation.
He/she will work as a member of a multidisciplinary immunisation programme team, within the Public Health Agency and will support the lead Consultant in Health Protection.
He/she will collaborate with colleagues across Health and Social Care (HSC) organisations, including Department of Health, Health and Social Care Board, Primary Care, Trusts and other nationally / international organisations, where appropriate.
The purpose of this post is to:
Manage day-to-day operations, co-ordination and leadership of vaccination programme delivery.
Establish, and support the maintenance of, robust structures and management arrangements for immunisation programmes across HSC.
Manage the implementation of service developments / improvements of existing immunisation programmes.
Manage the implementation of new immunisation programmes.
Contribute, as a member of a regional immunisation programme meetings, to the project management, including monitoring and evaluation +/- commissioning, of immunisation programmes.
Measure, analyse and take action to improve population uptake and coverage, including equity of access and reduction of inequalities.
Manage the immunisation programme team within the PHA, ensuring all aspects of workforce development are maintained.
Contribute to the specification, commissioning, coordination and evaluation of IT developments to support the delivery and quality improvement of regional immunisation programmes.
To undertake a lead service development and improvement role and provide leadership to colleagues in the wider HSC in relation to the improvement and provision of high quality immunisation programmes.
To liaise closely with colleagues HSC and provide input to the commissioning, monitoring and performance management of immunisation programmes.
To support the lead consultant in development and delivery of the annual business planning processes and to ensure these are compatible with the Public Health Agency's corporate plan.
To be responsible for providing annual reports and programme updates to regional quality improvement groups, the Director of Public Health, and others as required.
Experience and Qualifications:
Have a university degree or relevant professional qualification at graduate or diploma level and worked for at least 3 years in a project / programme management role or senior quality assurance/management role
Have worked for at least 5 years in a project / programme management role or senior quality assurance/management role.
Are able to demonstrate evidence of successful leadership.
Are able to demonstrate experience in implementing service improvement and leading change.
Have worked with a diverse range of stakeholders, both internal and external to the organisation, to achieve successful outcomes.
Have excellent communication skills, to meet the needs of the post in full.
Have an excellent understanding of immunisation programmes and associated IT systems.
