Band 7 Information Systems Project Manager required on a temporary basis based in Ballymoney/ Antrim
Role: Band 7 Information Systems Project Manager
Rate of Pay: £20.49 per hour
Location: Ballymoney/ Antrim
Hours: 37.5hrs

Main duties/Responsibilities:
- Be responsible for the production of comprehensive and viable project plans. Ensure that all pre and post implementation activities and issues are identified and addressed, taking account of re-planning if necessary.
- Undertake Option Appraisals and prepare Business Cases commensurate with project scale, as required by Trust and DoH standards and procedures.
- Lead in the development and implementation of the Communication Strategy and Stakeholder Engagement Plans and maintain excellent working relationships with all stakeholders. Develop and deliver a range of communication interventions, including drafting briefing papers, website material, and organising/facilitating meetings/training and presenting to groups of stakeholders.
- Lead services through business analysis processes and support them in identifying their requirements, the expected benefits and changes necessary to their processes to achieve those benefits. Document the outcomes on their behalf.
- Be responsible for developing the Benefits Realisation Plans, by developing and carrying out baseline assessments of each service, using a combination of qualitative and quantitative investigation methods. Ensuring that analysis of these criteria is completed post implementation to provide evidence of the benefits of the system.
- Research possible solutions including new technology or methods and lead users through the process of evaluation and selection of software and/or services
- Carry out procurement activities including requirement specification, contract negotiation and acceptance testing.
- Manage the budgets allocated to agreed projects and approve associated invoices.
- Coordinate and lead teams and users through the implementation process ensuring that the use of the system is optimised, allowing maximum benefit to be realised.
- Undertake risk analysis at critical points of projects in order to inform decisions and make recommendations regarding the most appropriate way forward. Develop action plans to mitigate these risks. Maintain and Review Risk Registers and present to Project Boards as appropriate.
- Manage and control projects and programmes using PRINCE2 Project Management Methodology.
- Be responsible for project governance, including the development of relevant strategies, e.g. Project Configuration Strategy, Quality Management Strategy and Risk Management Strategy. Ensure the Gateway Review process is performed at the critical stages and any shortfalls in quality are addressed
- Act as peer review for other programmes of work and ensure all projects are reviewed and lessons learned applied in future work. Lead in the development of policies and procedures in relation to project management to achieve continual quality improvement.
- Mentor staff (usually with no previous experience of ICT Projects) assigned to projects ensuring that they adhere to relevant standards.
- Perform a coordination and liaison role, ensuring there is integration at the appropriate touch points between various services and across disparate programmes of work.
- Manage supplier performance ensuring they provide the Trust with an effective service.
- Guide the development, review and update of Trust policies and procedures relating to approval, procurement and implementation of ICT projects.
- Provide technical expertise in the design and management of system interfaces, data migration and data manipulation/analysis taking account of relevant standards.
Essential Criteria:
- a) A University degree in an ICT discipline or a recognised equivalent professional qualification.
PLUS
3 years' experience of working on ICT projects
OR
- b) HND or a recognised equivalent professional qualification in an ICT discipline

4 years' experience of working on ICT projects
