Job description
MAIN PURPOSE OF THE JOB
Work as part of the Building Control Team to fulfil the Council's statutory duties regarding the administration and enforcement of Building Regulations and allied legislation and to provide an efficient, effective, economic and equitable service.
Assist in the delivery of corporate fire risk assessments and disability audits as directed.
Ensure that all responsibilities are carried out in an effective and timely manner to meet organisational objectives.
MAIN DUTIES AND RESPONSIBILITIES
- Service Delivery
- Validate and assess applications submitted under the Building Regulations for compliance with the requirements of applicable regulations.
- Inspect building work as required by the Building Regulations.
- Apply the procedural and technical requirements of the Building Regulations (NI), including the decision to reject or approve plans, issue or refuse regularisation certificates, administer Building Notice submissions and administer the Plans of No Effect (PONE) procedure.
- Issue Completion Certificates as and when appropriate.
- Report on contraventions and all unauthorised building work encountered or alerted to within the Borough.
- Make suitable and sufficient records for all work to ensure that paper and computer files are maintained and updated and to support the production of relevant internal reports and statutory returns.
- Carry out research into new construction techniques/materials and maintain knowledge and skills in relation to Building Regulations and other relevant legislation.
- Enforce Building Regulations and other relevant legislation in accordance with agreed procedures, including the collection of evidence and preparation of legal files, and where necessary attend court proceedings on behalf of the Council.
- Carry out investigation surveys and compile reports in connection with dangerous structures, including liaison with property owner, and/or external agencies with responsibility for making property safe.
- Investigate complaints from the public, elected members and other statutory bodies including the carrying out of inspections and preparation of reports.
- Provide general advice in relation to Building Regulations and allied legislation, including at site visits and at pre-submission consultations.
- Undertake out-of-hours working to meet the needs of customers and fulfil corporate emergency response requirements.
- Participate as required in project teams and in the training of Building Regulation staff and others, including those on work experience.
- Undertake corporate fire risk assessments and disability access audits as directed to ensure compliance with relevant legislation and guidance.
- Maintain a working knowledge of and contribute to the administration and enforcement of the Energy Performance of Buildings legislation.
- Maintain a working knowledge of and contribute to the administration and enforcement of street naming and postal numbering.
- Maintain a working knowledge of and respond to enquiries relating to building regulatory and allied legislation matters on property certificate applications.

Essential Criteria;
A degree or equivalent in an appropriate building related discipline, such as architecture, building, or civil/structural engineering
OR
Full Corporate Membership of an appropriate building related professional institution or association such as RIBA, CABE, RICS (Building Surveying/ Control), MICE, MIStructE, CIOB or CIAT.
AND
Be able to demonstrate by providing personal and specific examples that they have at least two years' experience of:
* Working in the building/construction industry in either the public or private sector;
* Interpreting working drawings and specifications;
* Applying knowledge and understanding of current Building Regulations to determine the compliance of proposals and successfully enforcing and remedying breaches;
* Forming effective and professional relationships with stakeholders including contractors, consultants and members of the public.
OR, for candidates who do not have a relevant degree/professional membership as outlined above, be able to demonstrate, by providing personal and specific examples, that they have four years experience of:
* Working in the building/construction industry in either the public or private sector;
* Interpreting working drawings and specifications;
* Applying knowledge and understanding of current Building Regulations to determine the compliance of proposals and successfully enforcing and remedying breaches;
* Forming effective and professional relationships with stakeholders including contractors, consultants and members of the public.
