Business Assurance Advisor

Lisburn

Temporary

The Client: Local Government body based in Lisburn, serving local residents.

The Role:

  • To deliver an effective and efficient day-to-day business assurance service including the provision of business planning, performance management, risk management, business improvement, audit, assurance and governance support and advice.
  • To apply and maintain a comprehensive framework for planning and performance management.
  • To assist in the development of the strategic, corporate and business planning process, including arrangements for setting annual performance targets, preparing action plans, monitoring progress and assessing the effectiveness of the plans.
  • To take the lead on coordinating the production and publication of the Corporate and Annual Business Plans.
  • To apply and maintain a comprehensive framework for integrated risk management including the maintenance of strategies, policies and related corporate, directorate and functional risk registers.
  • To provide professional advice and guidance to functional managers regarding developing and maintaining functional risk registers.
  • Verify the accuracy of risk registers and the consistency of risk classification across functional areas.
  • To apply and maintain a comprehensive framework for business improvement activities including the development of an annual business improvement work plan and associated quarterly reports.
  • To design, deliver and improve business improvement processes, including arrangements for setting targets, preparing action plans, monitoring progress, verifying outcomes and assessing the effectiveness of the plans.
  • To support key stakeholders in the implementation and regular review of business improvement plans to ensure they remain fit for purpose.
  • To maintain effective working relationships with internal and external audit; and other external review teams.
  • To assist in preparing staff, in association with lead directors, to adequately perform and co-operate during operational and financial audits.
  • To produce accurate and meaningful management response statements to audit reports and recommendations from external audits, including those from the sponsor body.
  • To develop bi-annual assurance reports, in liaison with the appropriate senior managers, to meet accountability processes and timelines set by the sponsor body.
  • To provide investigatory support in respect of the fraud, whistleblowing and customer charter complaints process.
  • To apply and maintain an appropriate assurance environment in line with sponsor body requirements.
  • To provide project assurance support and advice to lead officers in the implementation of transformational change programmes/projects including assistance with gateway/peer review and post project evaluation processes.

Hours of work: 36.25 hrs per week

Essential Requirements:

Applicants must provide evidence by the closing date for application that they meet the following essential criteria:

  1. Either:

Possess a degree or equivalent qualification

and

Hold a current professional membership of a relevant body e.g. Chartered institute of Internal Auditors; Institute of Chartered Secretaries and Administrators; Institute of Risk Management; or equivalent.

and

Have at least 2 years' relevant experience in at least 2 of the following areas within a large multi-disciplinary organisation:

  • Planning and Performance;
  • Risk Management;
  • Business Improvement;
  • Business Assurance; or
  • Audit, Assurance & Governance.

OR:

Possess a degree or equivalent qualification

and

Be working towards achieving professional membership of a relevant body e.g. Chartered institute of Internal Auditors; Institute of Chartered Secretaries and Administrators; Institute of Risk Management; or equivalent.

and

Have at least 4 years' relevant experience in at least 2 of the following areas within a large multi-disciplinary organisation:

  • Planning and Performance;
  • Risk Management;
  • Business Improvement;
  • Business Assurance; or
  • Audit, Assurance & Governance.

2. Possess a current driving licence or have access to a form of transport that will permit the candidate to meet the requirements of the post in full.

Desirable Criteria

  1. Experience of working in the public sector.
  2. Possess a Post-Graduate qualification in a relevant business related subject such as, an MBA, or MA/MSc in Corporate Governance or equivalent
