Job description

Civil Engineer required for the Northern Ireland Housing Executive.

Location: Belfast City Centre

Hours: 37.5 hours p/w

Pay rate: £14.97 p/h

Duration:4-6 mos. initial

JOB SUMMARY:

To be part of a team delivering 'best in class' service for our customers, the Civil Engineer will be responsible for supporting the Senior Civil Engineer within the Contract & Performance team in delivering a civil / structural / construction engineering consultancy service to all parts of the organisation at locations across Northern Ireland.

KEY DUTIES:

  • To work independently to carry out structural inspections of properties including non-traditional construction and to prepare reports, provide advice and guidance on existing condition and requirements for remedial work.
  • To work independently to carry out inspection and assessment of estate infrastructure including foundations, retaining walls, roads, sewers and sewage treatment plant, to prepare reports, provide advice and guidance on existing condition and requirements for remedial work.
  • To work independently to prepare designs for estate infrastructure including retaining walls, roads, sewers and sewage treatment plant and knowledge of all statutory requirements to obtain necessary approvals.
  • To provide briefs to external consultants/contractors on repairs/improvements to properties including low/medium rise blocks/high rise blocks/commercial buildings/hostels and to external areas/roads and drainage within housing estates and other locations.
  • To prepare designs for foundations including ground beams.
  • To prepare designs for steel and RC beams.
  • To prepare drawings in AutoCad format.
  • To advise on realistic timetables for the completion of construction projects without compromising quality.
  • To assess risks including knowledge and understanding of the requirements of the CDM Regulations.
  • To progress schemes swiftly and systematically to mitigate against construction related and organisational risks.
  • To prepare and write reports relating to the area of work for internal and external stakeholders.
  • To ensure the civil engineering service is delivered in accordance with the NIHE's policies and procedures and to work with others to develop these further on an on-going basis to ensure that legislation and good practice are met.
  • To ensure consultation of all stakeholders including local authority representatives, tenants, staff representing the client, community representatives, etc.
  • To provide regular progress reports to the Senior Civil Engineer.
  • To attend regular internal monitoring meetings to report on progress of programme delivery.
  • To develop and maintain good relationships with internal and external clients, contractors and consultants.
  • To provide technical advice to all members of the NIHE's Asset, Regional and Housing staff when requested.
  • To monitor and manage complaints resolving issues and highlighting trends where evident.
  • To communicate complex issues to senior management, both verbally and in the form of detailed written and drawn reports, including presentations as required

ESSENTIAL CRITERIA

  1. (i) Posess a Bachelor's degree (Level 6) in Civil Engineering, or equivalent level 6 qualification plus 2 years' relevant experience in a Building/Construction/Engineering discipline.

OR

(ii) BTEC Higher Cert/Diploma or equivalent plus 3 years' relevant experience in a Building/Construction/Engineering discipline

OR

(iii) Can demonstrate equivalent continuing professional development or experiential learning and 5 years relevant experience

  1. For the purposes of shortlisting, candidates must demonstrate their relevant experience, depending on their level of qualification in all of the following areas below:
  • Competent in the use of Autocad or other Drafting packages
  • Experience in the application of Building Regulations and/or construction related British or European Standards.
  • Experience in technical investigations of buildings and construction infrastructure and producing reports with recommendations
  • Competent in the use of structural design packages
  1. Can demonstrate (Assessed at interview):
  • Excellent planning and organisational skills;
  • strong interpersonal and influencing skills
  • Effective oral and written communication skills including the preparation and presentation of technical reports
  1. Possess a full, current UK driving licence or have access to a form of transport which enables them to fulfil the full requirements of the job.
