Job description

Staffline are currently recruiting for a Contract Manager for the Northern Ireland Fire Service within the Fleet of Engineering and Supplies. This role is a 6 month full time temporary contract Grade S01, reporting to the Service Support Business Manager. Please read Essential Criteria

MAIN PURPOSE

To provide expertise, advice and support in relation to effective contract negotiations and the management of high value contracts and utilities' procurement to the Service Support Directorate.

To contribute as an integral member of the Service Support team to ensure NIFRS operates effectively and legitimately and to provide an exemplary, customer focused service to support the vision and mission of NIFRS.

Key Responsibilities:

To provide expertise, advice and support in relation to effective contract negotiations and the management of high value contracts and utilities' procurement to the Service Support Directorate.

Negotiate and manage a range of high value contracts (£1m+) to include but not limited to;

  • Electricity and Gas Utilities
  • Fuel Management - Bulk, Forecourt and AdBlue
  • BOC resupply of gases
  • Rates & Rent
  • NI Water
  • Heating Oil
  • Mobile Phones

General Management

  • To ensure continued and effective working relationships with key stakeholders such as Heads of Department, Group Commanders, Area Business Managers and representative bodies.
  • To provide support and cover as far as practicable for the others within the Service Support directorate. This includes providing cover for service areas other than that initially assigned.
  • To direct queries to the appropriate source for issues outside the remit of this post.
  • To undertake project work as directed by the Director of Service Support using the principles of good project management and to represent the Director of Service Support as required.
  • To participate as directed in the NIFRS recruitment and selection procedures, in line with NIFRS Code of Practice on Recruitment and Selection.
  • Contribute within the directorate senior management team to ensure the provision of a complementary, effective and joined up service support function.
  • Undertake the duties of the post in such a way as to protect and enhance the reputation and public profile of NIFRS.
  • To comply with, and enforce, all NIFRS frameworks, policies and procedures, including but not limited to those relating to legal requirement such as equality, health and safety and information governance.
  • Undertake any other duties which may be assigned to meet organisational need and the change agenda and which are reasonably regarded as within the nature of the duties, responsibilities and grade of the post as defined.Essential Criteria

Experience and Qualifications

  1. Possess a degree level qualification in a relevant subject e.g. business management, business studies, finance
  2. Have demonstrable experience of delivering effective contract management within a large and multifunctional environment in two of the following areas:
  • Contract negotiations & specifications
  • Supplier relationship management
  • Contract management procedure design & implementation
  • Using IT solutions to deliver effective contract management

Can demonstrate:

  • Excellent planning and organisational skills
  • Delivery of high quality work with attention to detail
  • Excellent communication skills and the ability to advise and influence management.
  • Working under pressure and meeting multiple deadlines
  • A strong customer orientation

Possess a full and current UK driving licence, or have access to a form of transport which enables them to fulfil the requirements of the post.

Desirable Criteria

  1. Possess a relevant postgraduate qualification.
  2. Have at least 2 years demonstrable experience delivering effective contract management within a public sector organisation
  3. Have experience of managing high value contracts, with values of £1m+.
