Staffline are recruiting on behalf of our Public Sector client, for a Financial Accounting Assistant on a temporary basis based in Antrim.
Role: Financial Accounting Assistant
Rate of Pay: £14.38 per hour
Hours: 37 hours per week
Main Purpose of the role:
The main duties will include the preparation of the council's bank reconciliations, preparation and submission of grant claims and support the efficient and effective operation of the council's financial reporting function.
Assist the accounts processing team to carry a range of functions within the accounts section including;
- the preparation and reconciliation of income returns of all Council sites and match to Council's revenue bank account
- Receipting all monies received in the Council's main bank accounts
- Maintenance of the debtors ledger; including processing of monthly invoices, receipting of debtors payments, credit control
- Reconciliation of ledgers at month end
Review of Business Continuity Plans for the Finance Department and advise managers accordingly.
Assist in the preparation of the Annual Statement of Accounts in accordance with statutory requirements and compliance with relevant Codes of Practice.
Assist with the financial information to support calculations of performance indicators as required by the Department of the Environment or other quality standards.
Assist with the financial statements for related Council bodies in accordance with the accounts format required by Central Government.
Assist with the Whole of Government Accounts (WGA) return as required by Central Government, to include agreement of balances and transactions with other WGA bodies.
Assist the Financial Controller in meeting the requirements of the Local Government Finance Act (NI) 2011 and Local Government (Capital Finance & Accounting) Regulations together with relevant guidance and CIPFA codes of accounting best practice.
Assist with the operation of the councils treasury management function to include:
- Monitor the overall liquidity of Council finances
- Operation of the Councils e-banking system and effect appropriate transfers of funds.
Arrange for the investment of surplus funds in accordance with the Councils Management Policy
Assist with the development and review of the Council's computerised financial accounting systems.
Respond to requests received by the Financial Accounting section for information under Freedom of Information Act. (FOI).
Prepare monthly reconciliations of all the council's bank accounts, to include on-line reconciliations of income received by the council and prepare analysis as required
Perform reconciliation to the general ledger on a monthly basis
Perform reconciliation of suspense account on a monthly basis.
Prepare grant claims and returns, maintain the Council's Grants Register, liaise with officers in other departments regarding grant claims, monitor eligible expenditure and submit claims.
Assist with the administration of the Councils Assisted Car Purchase Scheme and Contract Hire Car Scheme.
Be a member by examination of a CCAB recognised body
Hold a third level qualification in Accounting or Business/Finance related subjects and be currently pursuing a course of study of a CCAB recognised body*
*Applicants currently pursuing a course of study must be part qualified. (Final exams only outstanding)
- Minimum of 3 years' experience working in a computerised accruals accounting environment to include:
- assisting in the preparation of financial statements and the preparation of bank reconciliations.
- Experience in relevant accruals accounting.
