JOB SUMMARY / MAIN PURPOSE:
The post holder will directly support the Climate Team on matters relating to technical advice, guidance and best practice on developing and delivering a net zero plan and identifying and exploiting opportunities to grow the green economy, providing options, advice, guidance and best practice to the city. The position will be line managed by the Climate Programme Manager - City but will be located within a matrix structure to facilitate cross-functional and collaborative working across the broader climate team and maintain a flexible approach and the efficient allocation of resources to enable agile working in a complex, fast moving environment. Provide technical leadership contributing to the development, delivery, and periodic review of a Net Zero and Green Economy strategies and plans for the city.
KEY DUTIES / RESPONSIBILITIES
- Provide technical advice and assistance relating to the development, execution, and monitoring of climate change mitigation plans, and projects at city level chairing relevant working groups and driving the work programmes of the Climate Commission, Resilience and Sustainability Board and other partnership structures as Support and guide the direction of work within the working groups to ensure that key knowledge and information gaps are plugged.
- Working closely with key partners on the Innovation and Inclusive Growth Commission and other partnership structures as required to support the development and delivery of the 'Reset for growth' strategy, specifically:
- the carbon reduction programme in the housing and transport sector, and
- the development and delivery of the Green Tech Strategy.
- Engage with city partner networks to ensure that the Net Zero and Green Economy agendas are informed by good practice from elsewhere, drawing on experiences and learning from other cities and international networks.
- Support the Climate Programme Manager - City to facilitate cross-sector/institutional dialogue with to advance the Net Zero and Green Economy agendas and encourage improved coordination across sectors and city partners.
- Be an effective ambassador for Resilient Belfast, representing the client at international, national, regional, local forums in order to build and maintain excellent working relationships to the benefit of the client and the strategic partnerships, in its Net Zero and Green economy
- Provide an analysis of information gathered at visits, seminars and conferences, preparing appropriate briefing papers, reports and analysis on this work for wider circulation.
- Work closely with the Climate Programme Manager - the Energy Manager and other specialists, project managers, and external parties to build understanding of Sustainability and Net Zero requirements across the client and advise on the effective delivery of the client's Climate Plan and associated programmes and projects.
- Support the mainstreaming of Net Zero, Green Economy and sustainability objectives into the client's project pipeline specifically:
- identifying financing opportunities for transformational green infrastructure projects that promote a low carbon transition, skills development, employment and a Just Transition;
- drafting funding applications and supporting the preparation of business cases to support mitigation and green economy initiatives; and
- supporting the design and feasibility of new projects aligned to SDG goals and climate priorities, programming of work and project progress providing updates and feedback as required.
- Lead the development and review of Sustainable Development plans and policies to set the corporate policy framework on environmental sustainability for the client chairing the relevant working groups and task forces and ensuring a collaborative approach across the client.
- have a third level qualification in Environmental Engineering, Economics, Environmental Management/Science, Climate Change, or another relevant field, or equivalent qualification; and
- at least two years' relevant experience of effective technical leadership in the field of climate mitigation and inclusive green growth.
This technical leadership experience must include relevant experience of:
- developing and managing sustainability plans and /or organisational carbon and energy plans and/or projects that promote inclusive, green growth based on international best practice;
- mainstreaming these considerations within policies, strategies, plans and projects at all stages in the project cycle including conception, design and delivery; and
- building and maintaining effective collaborative relationships with a diverse range of internal and external stakeholders.
