Head of Service & Business Partner required for a large public sector organisation based through the Belfast Trust.
Location: Belfast Trust
Pay Per Hour: £24.82
Full Time / Part Time: Full Time
JOB SUMMARY/MAIN PURPOSE:
As Head of Service the post holder will have professional knowledge and expertise to strategically lead and manage the delivery of the HR People Services within their designated area of responsibility for the Belfast Trust. The post holder will support the HR Director and Co-Directors in delivering the Trust's mission, vision and values both collectively and within the specialist area from the list below and as set out within the attached service portfolios:
- Pay and Workforce Information
- Resourcing and Talent Management
- Employment Law/Employee Relations
As HR Business Partner, the post holder will work with a designated Service Directorate and will provide tailored, business-focused, strategic and operational HR advice in relation to the Directorate's business plans, all aspects managing workforce challenges. They will work with the Directorate collective leadership team to identify appropriate HR interventions to support service delivery plans. As the strategic HR specialist, they will also interpret and advise on HR policies, employment legislation, as well as coaching and supporting senior leaders to drive and deliver organisational change and service reform. They will promote new ways of working and empowering approaches to people management, ensuring that it is underpinned by corporate priorities.
Setting Direction
The post holder will:
- Support the Director and Co-Directors of Human Resources to implement the Trust's People and Culture Priorities providing a professional and strategically driven HR Business Partner model.
- Provide leadership and direction to functional teams within their allocated area of responsibility for the HR Directorate, leading on and supporting the effective implementation of strategic HR objectives.
- Provide a highly visible, competent and coaching leadership style, which is consistent with the Trust values, building and maintaining effective working relationships with managers, staff and external organisations.
- Contribute to the development of the HR function and develop, implement and review HR policies, strategies and business plans which enable Trust corporate aims and objectives to be achieved
- Support the Director and Co Directors of HR in the review and development of a new HR Operating Model that delivers better outcomes for patients, clients and staff.
Service Delivery
The post holder will:
- Support the Director, Co Directors and Senior Management Team to influence, support and drive the delivery of the directorate's strategic and operational objectives in accordance with Trust values.
- Work in partnership with Service Directorate management teams to support the implementation of the HR Directorate's objectives in line with the strategic direction of the Trust.
- Responsible for a range of HR services as outlined in the attached portfolios, providing leadership, direction and support to teams to ensure the service meets its objectives and contributes to overall Trust performance.
- Promote new ways of working, improvement, innovation and creativity in the delivery of HR services.
- Provide professional, senior level, strategic and operational HR advice.
- Constructively challenge decisions which are not in the Trusts interest or in line with Trust values.
- Attend directorate Senior Management meetings.
- Promote and support the implementation of the Trust's People and Culture priorities for the directorate.
- Play a lead role for the HR/People management aspects of corporate initiatives and projects, ensuring effective communication within the directorate.
- Build strategic relationships with key stakeholders internal and external to the Trust, including Trade Unions, professional bodies, education providers, HSC Trusts, Department of Health, the Business Services Organisation and a range of other regional stakeholders.
- Foster a positive climate of Employee and Industrial Relations and ensure robust arrangements are in place for communication and consultation with Trade Union Colleagues and Organisations.
- To lead, participate and collaborate on National / Regional forums or committees as a senior representative of the Trust.
HR Leadership and Management
The post holder will:
- Provide leadership and management to the HR Directorate.
- Directly manage Senior HR Manager(s), working together to ensure that they are developed, supported and empowered to deliver an excellent service. Provide feedback, coaching and mentoring as appropriate.
- Actively promote cultural change and support new ways of working and continuous improvement within HR to provide a high quality, professional, dynamic and cohesive HR service.
- Work collaboratively and communicate proactively with customers and stakeholders.
- Understand the needs of, evaluate and monitor feedback from our customers and stakeholders and identify and deliver developments and innovations to enhance service delivery and customers' experience.
- Support the Director and Co-Directors in developing, reviewing and reporting progress against the budget, Corporate Assurance Framework and the HR Business Plan.
- Develop and maintain relevant strategic and professional knowledge and skills for the post.
Quality
The post holder will:
- Use outcome based accountability to drive an enhanced understanding of the services provided and to inform improvement efforts.
- Identify and report on a range of key performance indicators for their range of services and provide assurance to the HR Director and Co Directors as part of the Trust's Quality Management System
- Ensure effective governance in all aspects of work including information governance and in keeping standards of public accountability.
- Understand, assess and identify risks, ensuring risk registers are completed and develop and implement associated action plans as required.
Financial and Resource Management
The post holder will:
- Support the Director and Co-Directors to ensure the HR Directorate breaks even and meets its financial targets.
- Be responsible for the management of delegated HR Department budgets, ensuring effective arrangements are in place to monitor expenditure against budgets, providing analysis and advice on the costs and benefits of planned developments and opportunities for efficiencies.
- Contribute to the development of capital projects and business cases for the HR Directorate as required.
- Ensure appropriate controls and monitoring exist within the scope of the management roles.
- Ensure the procurement regulations and guidelines are adhered to and applied.
ESSENTIAL CRITERIA
Have a University degree or relevant professional qualification at an equivalent level and have worked for at least 2 years* in a Senior HR management role in a major complex organisation**.
OR
Have at least 5 years' experience working within HR, 2 years* of which will be working in a Senior HR management role in a major complex organisation**.
AND
A minimum of one years' relevant experience working in a management role within the functional area(s) to which you are applying and as outlined in the relevant job profile. Demonstrating relevant knowledge and expertise within the function area(s).
