Job description

Job Title: HR Adviser

Location: Portadown

Length: 6 Months

The Client: Libraries NI

The Role:

  • Provide advice, support and guidance to managers and staff on a wide range of issues pertaining to employee learning, development and performance
  • Assist with the arrangements for procuring and/or delivering training including and identify sources of specialist support through statutory and voluntary agencies.
  • Develop and maintain appropriate specialist knowledge, networks and relationships with external organisations, professionals and other relevant agencies as required.
  • Maintain up-to-date knowledge including developments and trends in the field and associated legislation, regulation and good practices and attend training as required.
  • Research and source appropriate support materials and interventions to assist employees in the management of personal or crisis situations as required.
  • Work collaboratively with internal and external partners for the provision of learning and development to meet statutory and organisation requirements for effective service provision.
  • Organise and contribute to the delivery of training courses, webinars, events, including e-learning resources.
  • Administer performance appraisal, gather, analyse and provide management information reports in relation to feedback and assist organisational training needs analysis and enhance service delivery.

Hours of work: 36 hours per week

Requirements:

Qualifications/ Experience:

  • A third level qualification or equivalent (i.e. HNC, HND, NVQ level 4, degree or above) or a HR or Learning and Development qualification equivalent to or higher than Chartered Institute of Personnel Development (CIPD) Level 5

AND

  • a minimum of three years' experience in the last six years' of working in a Human Resources or Learning and Development role

OR

  • a minimum of five years' experience in the last eight years of working in a Human Resources or Learning and Development role
  • experience of working collaboratively with a diverse range of internal and external stakeholders
  • experience of providing advice and guidance to managers and staff on organisation and employee learning and development
  • experience in the development, analysis and presenting of Management Information Reports using Microsoft Excel to support organisational performance

Knowledge & Skills:

  • A proven knowledge and application of employment legislation, statutory obligations and equality requirements.

Other Requirements and Constraints:

  • Applicants must have access to a suitable vehicle (appropriately maintained and insured for Libraries NI business) or other suitable form of transport which will enable the successful candidate to fulfil the requirements of the post to the satisfaction of Libraries NI.
  • Applicants must be able to work flexibly to meet the needs of the business. This may involve on occasions evening or weekend working.

DESIRABLE

  • Experience of the supervision of staff.
  • Hold a professional HR qualification at CIPD level 5 or equivalent or above.

In Return:

  • Rate of pay: £33,820 to £36,298 per annum

Successful candidates may need to apply for an Access NI Certificate with Staffline regardless if you already have a valid certificate. It will be a cost of between £18 - £33 depending on clearance level.
