Job description

Staffline is working in partnership with one of our major clients in the Ballymena area and are recruiting for a HR Business Partner to join their team. You will be a proactive member of the site leadership team being accountable for designing and delivering a site HR plan.



  • Responsible for achieving or bettering agreed budgeted cost for HR and the site.
  • Deliver significant profit improvement plans through ensuring people-resource plans
  • are met and the skills of employees are improved and enhanced.
  • Review and deliver optimised working patterns at the site.
  • Work with the Senior HR Business Partner to identify opportunities to reduce HR
  • overhead and enhance HR service to the site.
  • Responsible for supporting costings for site pay reviews.


  • Provide leadership and direction to the site HR team, ensuring they have a clear
  • understanding of their role in enabling the site to achieve its business plans and
  • objectives, and motivate the team to deliver outstanding results on the site.
  • Establish clear written roles, responsibilities and accountabilities for team members,
  • with clear, written and agreed objectives and that they produce key performance
  • indicators (KPIs) for their area of control.
  • Ensure the site HR team is cross functionally trained so as to provide cover and
  • continuity on site during holiday and sickness periods.
  • Carry out individual performance and personal development reviews for HR team
  • members.
  • Implement and maintain an effective and efficient HR structure.
  • Encourage a high level of teamwork by the HR team with other teams across the business

Core Responsibilities

  • Design, lead and drive HR plans within the site:
  • Achieve excellent employee relations.
  • Deliver effective employee engagement and participation.
  • Lead annual employee engagement survey to achieve target participation levels.
  • Facilitate Team Briefing and employee involvement.
  • Best in class communication processes and systems are established and implemented on
  • the site.
  • Ensure all employees are legally allowed to work on site and trained and competent to
  • fulfil their roles.
  • Adherence to all relevant company policies, legislation and customer protocols to ensure
  • the highest standards are maintained in our ethical use of migrant labour.
  • Manage and lead site Union talks, works council and employee engagement.
  • Facilitate Team Briefing and employee involvement.
  • Delivery of effective IPR's to ensure that individual performance reviews are completed
  • for everyone and that follow up action plans are delivered.
  • Plan and deliver site succession planning in conjunction with senior management to
  • ensure that we develop employees with potential for greater responsibility.
  • Advocate and champion Diversity within the site.
  • Lead on ensuring that our Values are communicated and lived by our employees at all
  • levels.
  • Achieve best in class standards of HR Excellence through HR Dashboard metrics -
  • Management accountability will be achieved through the review and timely reporting of
  • HR Dashboard measures with appropriate follow up actions undertaken.
  • Audit and review the paperwork and procedures to ensure that these are legally compliant and of the highest standard against SEDEX and other audit standards.
  • Support the principles of Operational Excellence and lead the people pillar standards on General Manager / Complex Manager HR Business Partner Site HR Team Senior HR Business Partner
  • Implement and promote wellbeing projects. ·
  • Ensure Agency and third party audits are carried out at the required intervals.
  • Ensure all workers are uploaded onto all HR/Time and Attendance/Training systems and off loaded in timely manner: manage HR System input and ensure SOX compliance. ·
  • Ensure effective use of all supporting HR systems i.e. Recruitment System ·
  • Complete ethics investigations within stipulated timeframes. ·
  • Implement and evaluate our HR policies, procedures and processes to contribute to achieving corporate objectives and creating a working environment which inspires, engages, motivates and retains our employees.
  • Provide professional and effective advice and support to the HR and operation teams on all HR related matters / people development issues. ·
  • Implement people strategy on site and be a credible member of the site senior leadership team.
  • Action all learning and development plans and requirements across the site through effective co-ordination and timely planning. ·
  • Ensuring consistency of approach with regards to legislative requirements in relation to contracts, working arrangements, policy formation and implementation of terms and conditions. ·
  • Develop good local employer / community relations. ·
  • Working in conjunction with the site senior leadership team to propose restructures for approval.
  • Deliver staff recruitment at Band 2 and below (and in exceptional circumstances may be required to assist in recruiting for Band 1). ·
  • Site lead contact for agency and canteen/restaurant facilities.

Health and Safety

  • Understand the Health and Safety Policy, Company Safety Rules and
  • Statutory requirements applying to all operations under your control.
  • Check that all persons in your department are made aware of the procedures for reporting accidents.
  • Check that all persons in your departments are made aware of the location of the first aid facilities and nearest first aider.
  • Ensure that all accidents, dangerous occurrences and near misses are investigated promptly and reported, stating the cause of the accident and/or occurrence and the action taken or recommended to prevent recurrence.
  • Continually seek to develop safe practices and safe systems of work and ensure these are put into practice.
  • Set an example in safe considerate behaviour.
  • Ensure that appropriate preventative equipment is in a serviceable condition and is used by all persons employed.
  • Check that all persons in your department are familiar with the routine in case of fire or other emergency that might require evacuation of the workplace.
  • Ensure that good housekeeping and hygiene standards are maintained throughout your area of responsibility.
  • Check that appropriate remedial action is taken in response of all reported defects and complaints relating to Health and Safety.
  • Cooperate with the appointed Safety Representatives in matters relating to Health and Safety.
  • Ensure that hazards in your department are identified and that risk assessments are completed to the appropriate standard.
  • Ensure that all new employees are informed of Health and Safety Policy and Rules.
  • Ensure that employee roles and responsibilities are adequately defined. ·
  • Arrange suitable training for Managers, Senior Team Leaders, Team Leaders, Machine Minders, Trainers, Process Controllers and all other employees to ensure that they understand the Moy Park Health and Safety Policy, Rules and relevant Statutory Requirements. ·
  • Assist Managers with health and safety training for new employees and others transferred to new work.
  • Ensure that training requirements meet the Health and Safety Policy and are regularly reviewed.
  • Ensure that the appropriate records and Site Health and Safety personnel lists are kept and maintained.
  • Ensure that the Company first aid arrangements and medical facilities are adequate.
  • Ensure site absence control policies are properly applied.
  • Ensure adequate provision and utilisation of Occupational Health Support.

Essential Criteria

  • A passion for HR excellence, fully demonstrated by a proven track record in a previous organisation.
  • Minimum of 3 years previous HR Manager level experience within the manufacturing industry or able to
  • demonstrate having a proven comparable HR record.
  • Chartered Institute of Personnel and Development qualified.
  • Proven Unionised workforce experience (including leading union negotiations) and well honed industrial relations / conflict resolution experience.
  • Have a proven track record of improving operational efficiency through managing cost & people development
  • Previous involvement in organisational change and restructuring to meet business needs, customer needs and desire for continuous improvement.
  • Full valid driving licence
