Human Resource Manager
Staffline are recruiting on behalf of our Public Sector client, for a Human Resource Manager on a temporary basis based in Ballymena.
Role: Human Resource Manager
Rate of Pay: £41,000 - £45,000
Duration: Temporary initially 6 months with possible extension
Main Purpose of the role:
The post holder will have daily operational and development responsibility for the Human Resources function. They will provide the necessary managerial expertise to support the Head of Human Resources & Organisational Development and lead the HR Team in the successful implementation of Human Resources and Organisational Development function and projects. They will also manage the HR Team and co-ordinate, monitor and plan work programmes to ensure successful delivery of the HR business plan.
Take a lead role in ensuring the coordinated provision of all core HR functions (eg, Recruitment & Selection, Management of Attendance, Employee Relations, Industrial Relations, Pay & Reward, Organisational Development, Policy Development, and Change Management) and the consistent application of associated policies, processes and procedures.
Adhere to and comply with all policies and procedures relevant to this role, including arrangements for risk management.
Take a lead role in the development of the HR Departmental Business Plan and lead in the formulation, implementation and evaluation of the Service Business Plan and respond to changing trends and citizen needs. Also ensure the performance management framework is consistently implemented.
Financial and Resource Management
Contribute to the financial viability of the business by ensuring that the Section operates as efficiently and effectively as possible, utilising benchmarking and other value for money techniques and complying with all financial targets, standing financial instructions, standing orders, codes of conduct and accountability.
Provide clear leadership to staff within the department to ensure the provision of high quality services to stakeholders. Also to ensure that structures and practices within the department support a culture of effective team working, continuous improvement and innovation.
Applicants must have a degree or post graduate qualification in a relevant discipline such as Human Resources or Business Studies
Be able to demonstrate, by providing personal and specific examples, that they have three years' experience working within a HR Management role
Alternatively consideration may be given to applicants who do not possess the required academic qualification but can demonstrate, by providing personal and specific examples, that they have five years' experience working within a HR Management role
All candidates must hold Chartered Membership of the Chartered Institute of Personnel & Development status or be able to evidence that they will hold this status within 6 months of commencement of employment.
