2 Temporary Human Resources and Organisational Development Advisors required for a large public sector client based in Belfast City Centre.
Rate of Pay: £17.06 per hour
Location: 9 Adelaide, Belfast City Centre
Hours: 37 hours per week
Duration: 2 months pending review
Main duties/Responsibilities:
- To assist and support customers implement their overall aims and objectives in line with corporate policy and take a lead role in the implementation of continuous performance improvement.
- To assist Senior HR/OD Advisors in the implementation of the performance management framework and any related corporate initiatives as required.
- To assist the Senior HR/OR Advisor on projects in accordance with the prescribed procedure, including programming of both own workload and that of other advisors and support staff.
- To assist in the delivery of any in-service training under the direction of the Senior HR/OD Advisor and to support all newly appointed staff across the service.
- To provide advice and support and deliver advice on a range of HR/OD service issues to all customers and stakeholders.
- To assist with the design, delivery and procurement of corporate training and carry out any associated administration or co-ordination.
- To assist in the preparation of proposals and reports and present findings and recommendations to customers on a wide range of issues including performance management and measurement, quality, pay and grading issues, business systems, value for money, change management, organisational development, workforce development, planning and diversity.
- To assist with the delivery of the Community Outreach Programme.
- To consult with the Corporate Communications staff, to ensure effective communication at all levels through the use of communication plans, tools and methodologies.
- To contribute to the development and delivery of the section's overall work plan; and maintain and operate performance measures and targets within the overall policy framework of the section to ensure the delivery of work to quality, time and budget.
- To advise and assist senior management with the development and provision of a customer focused service.
- To support Senior HR/OD Advisors and engage with other officers and to participate on any corporate working groups or project teams under the director or senior managers
- To maintain and analyse statistical and performance information, undertaking research and to produce appropriate reports and recommendations.
- To identify or develop relevant networks and partnerships on all aspects of the work of the HR section and represent the council thereon, as required
- Responsible for providing advice to stakeholders on the council's statutory duties under Section 75 of the Northern Ireland Act 1998 and other applicable legislation and to monitor the integration of these objectives into strategic and operational plans; service design and delivery.
- Motivate and manage any staff, that may be assigned, to the post holder to ensure effective service delivery and to be responsible for reviewing and implementing a proper staff training and development programme
Essential criteria:
- Have a third level qualification in a relevant subject such as human resources, business administration, public administration or equivalent qualification and be able to demonstrate on the application form, by providing personal and specific examples, at leasttwo years' relevant experience in:
- the design and delivery of training courses covering topics including corporate induction, equality and diversity, customer care
- the commissioning and procurement of external training providers
- the coordination of organisational development projects and initiatives relating to learning and development, equality and diversity and health and wellbeing.
- OR be able to demonstrate on the application form, by providing personal and specific examples, at leastthree years' relevant experience in:
- the design and delivery of training courses covering topics including corporate induction, equality and diversity, customer care
- the commissioning and procurement of external training providers
- the coordination of organisational development programmes, projects and initiatives relating to learning and development , equality and diversity and health and wellbeing
