Job description

Temporary Operations and Project Support Officer required for a large public sector client based in Belfast City Centre.

Rate of Pay: £18.53 per hour

Location: Port Health Unit, 5 Corry Place, Belfast

Hours: 37 hours per week

Duration: 3 months pending review

Main duties/Responsibilities:

  • Be responsible for the delivery of any allocated projects, to ensure the effective implementation of programmes of work
  • Assist in the establishment of safe systems of work for staff and others involved the Port Health operations within the Belfast Point of Entry facilities, and for ensuring all relevant health & safety policies, procedures, tasks and assessments are properly completed
  • Assist with the management and delivery of Port Health service development projects including information systems development, data management, development of inspection facilities and associated infrastructure, provision of temporary contingency facilities
  • Participate and represent the Port Health Unit in working groups and project teams across the Operational Readiness programme, corporate programmes and related internal and external governance structures
  • Developing working relationships and liaising with internal (e.g. Legal Services, HR, Digital Services) and external stakeholders
  • Ensure that all appropriate financial, legal and commercial considerations are managed and maintained across all elements of the allocated projects and programmes of work, and to assist with project risk management arrangements
  • Assist in the monitoring and reporting of key project workstreams to ensure their successful delivery
  • Organise, minute and report on stakeholder meetings/workshops and compile reports and briefings for management and working groups
  • Assist in the proactive development, implementation and monitoring of policies within the Port Health Unit and lead on the implementation of corrective actions relating to Port Health facilities including security, cleaning, maintenance, site equipment and staff PPE, health and safety, contractor management etc.
  • Liaise effectively with the Corporate Health and Safety Unit in respect of all aspects of the Port Health unit's work, and to ensure compliance with all relevant health and safety legislation, policies, procedures and best practice
  • Build effective working relationships and to provide operations support to Port Health staff including Senior Environmental Health Officers, Team Leaders, Environmental Health officers, Technical Support Officers and Business Support
  • Maintain communications with relevant representatives within partner agencies to ensure co-ordinated arrangements are in place for shared sites in respect of health and safety, fire safety and security
  • Lead on the management and administration of any assigned equipment stocks, including Personal Protective Equipment, Inspection equipment / calibration, including stocking relevant stores and responsibility for ordering and monitoring expenditure and stock control
  • Manage the development, monitoring and implementation of the booking system for the Port Health inspection facility

Essential criteria:

  • Hold a third level qualification in business management, project management or relevant qualification
  • Be able to demonstrate by providing specific examples at least twoyears' relevant experience in each of the following areas:
    • Effectively leading and coordinating/managing the delivery of site operations including leading on facilities management and maintenance issues, managing relevant contracts such as site maintenance, cleaning etc, and advising on operations/facilities requirements to maintain effective service delivery
    • Managing complex projects that involve working with a range of internal and external stakeholders, (including partnerships or agencies) to achieve specific outcomes, including managing progress/performance, producing relevant reports and statistical information
    • Providing high level advice and guidance on organisational health and safety matters, legislation and safe working practices including developing, implementing and reviewing health and safety risk assessments, protocols, policies and/or strategies
