To co-ordinate, manage and report on the procurement activity. Assist in delivering optimum Value for Money across the group by:
Provide procurement and administrative support to the Procurement Manger
Provide a strategic, efficient, compliant and flexible procurement service which will deliver optimum value for money, cost savings and best quality of service
To establish, co-ordinate, manage and operate procurement activity in accordance with Association policies, procedures and budgets
To work closely with procurement colleagues and key stakeholders advising and supporting staff in their procurements and supplier relationships. This role has a heavy emphasis on communicating with all parts of the group that undertake procurement activities and developing strategies and relationship in order to deliver procurement improvements applicants should demonstrate how they meet this essential requirement
To liaise with the managers across group on budget management, value for money and procurement compliance.
Drive better procurement practice and feedback departmental sourcing requirements to the Procurement Manager to help identify where aggregated spend might offer better value for money
To assist in the development of internal procedures and documentation in relation to Procurement and champion the department across the Group: communicating opportunities to achieve better Value for money through better procurement practices
To prepare, issue and evaluate tenders / quotations and support the Procurement Manager in all procurement activities
To assist in the preparation of specifications and contract documents across the Group ensuring early buyer involvement in all activities
To report, monitor and feedback the performance of procurement activity to ensure targets are achieved.
To periodically review all supply chain
To ensure all Group Procurement activity complies not only with internal policy but with Northern Ireland Public Procurement Policy, CPD Procurement Guidance Notices, Department for Communities Housing Association Guide and the Public Contract Regulations, as applicable.
Be able to demonstrate professionalism toward sensitive and confidential information
To liaise with external agencies
To undertake training as required.
To carry out any other duties as may from time to time be required at a range of locations.
- Experience in a procurement administration / officer role or similar (min 1 year) i.e. tender process, supplier relationship management, contract management AND / OR
HND or equivalent in a construction or property management related discipline or purchasing/finance related discipline
- IT Competence (Word, Excel, Internet)
- Started / willing to attain CIPs qualification
- Organisational skills, self-motivated, able to work under pressure, meet deadlines and be resilient with good problem solving and analytical skills
- CIPS qualified
- Experience of NEC Contracts
- Working knowledge of Housing Association Guide and Procurement Strategy.
- Experience in a Public Sector Procurement role (min 1 years)
A salary of between £21848- £26010
