MAIN PURPOSE OF THE JOB
The main responsibilities of the post holder will be to provide assistance in the following areas of the finance department:
- Belfast Regional City Deal - Lead role in the compilation and completion of information required for Belfast Regional City Deal grant claims.
- Improvements in reporting processes within Finance Department
- Implementation of additional modules on Computerised Management Accounts
- Provide support to Senior Project Manager as required
- Support the Finance Department as directed
MAIN DUTIES AND RESPONSIBILITIES
- Service Delivery
- Lead role in the compilation and completion of information and returns required for Belfast City Deal grant claims
- Respond to any queries arising from grant claim submissions in a timely manner
- Provide information to MEA team on financial progress of the Belfast Regional City Deal on a regular basis and respond to requests for information as required.
- Reconciliation and documentation of grant receipts to submission and agreement to reported balances.
- Maintain documentation to support claims and reported balances
- Assist with the delivery of the audit process both internal and external and liaise and provide information to the auditors as required.
- Assist with quarter end and year-end production of accounts as and when required.
- Assist with review of Management Accounts process.
- Assist with roll out of any new processes and training as required.
- Assist with the update of Councils financial policies and procedures.
- Assist with the development of any new module on computerized financial systems
- Assist with implementation and training on any process improvements
- Participate in cross service and inter-departmental working groups as and when directed.
- Provide cross cover for payroll as part of emergency plan
- Undertake projects as assigned by Senior Finance Management team
ESSENTIAL CRITERIA;
Successful applicants must:
Hold a professional qualification with a recognised accountancy body (CCAB or CIMA)
CCAB includes:
ICAEW
ACCA
CIPFA
ICAS
ICAI
AND
Be able to demonstrate, by providing personal and specific examples, that they have at least two years' experience working within a busy finance environment to include:
- Successful delivery of objectives within tight deadlines;
- Provision of timely, accurate management information to managers for decision making purposes
- Working within a structural financial framework;
- Ability to prioritise a high volume workload; and
- Successful working as part of a team to deliver corporate objectives.
Alternatively, consideration may be given to candidates who are part qualified and demonstrate that they currently hold at least 50% of the qualification (which will be achieved no later than 3 years (from date of appointment).
ICAEW - Professional Level - 3 out of 6 modules
ACCA- Fundamental level - all knowledge and skills modules
CIPFA - Professional Diploma - 3 out of 6 modules
ICAS - Test of Professional Skills - Phase 1
ICAI - CAP 1 and 50% of CAP2
CIMA - Diploma in Management Accounting + 50% of Management level award.
AND who can demonstrate, by providing personal and specific examples, that they have four years' experience working within a busy finance environment to include:
- Successful delivery of objectives within tight deadlines;
- Provision of timely, accurate management information to managers for decision making purposes
- Working within a structural financial framework;
- Ability to prioritise a high volume workload; and
- Successful working as part of a team to deliver corporate objectives.
