Job description

Rural Regeneration and Infrastructure Officer

Lisburn

1 year Temporary

The Client: Local Government body based in Lisburn, serving local residents.

The Role:

  • To assist in the management and delivery of a portfolio of complex Rural Regeneration & Infrastructure projects in accordance with the Council's Regeneration Strategy. This includes the management and delivery of the Councils Small Settlements rural regeneration programme funded through DfC, DfI and DAERA.
  • To work with appropriate partner organisations and groups to enhance the delivery of rural Regeneration & Infrastructure projects.
  • To support the Regeneration & Infrastructure Manager by representing the Council in discussions with relevant government departments; agencies and private sector organisations, including Department for Communities, Department of Agriculture, Environment and Rural Affairs, Department for Infrastructure, Department Transport NI, Property Developers, Lagan Canal Trust, Lagan Valley Regional Park Committee etc. and to represent the Council on external bodies and committees as appropriate.
  • To comply with operating procedures and financial control systems in accordance with external funding requirements, the Council's financial regulations as set out in the Accounting Manual and departmental monitoring systems and processing all relevant documentation and conditions required by grant awarding bodies.
  • Assist the Regeneration & Infrastructure Manager to monitor income and expenditure targets set as part of the Annual Budget Estimates, and in assessing and controlling these against programme performance.
  • Ensure compliance with Council policies and procedures and operate within the highest standards of management and personal behaviour, which reflect the core values and behaviours of the organisation.
  • Promote equality of opportunity and access in service delivery and in the employment of staff through the mainstreaming of equality within the Council.

Hours of work: 37 hrs per week

Requirements:

Essential

QUALIFICATION

A Degree or other Level 6 Qualification

Qualification Comparisons - NVQ Level 1, 2, 3, 4, 5, 6, 7, 8 | City & Guilds (cityandguilds.com)

What qualification levels mean: England, Wales and Northern Ireland - GOV.UK (www.gov.uk)

Three years employment experience in all of the following areas:

  • Assisting in the planning, management, monitoring and evaluation of a portfolio of projects through development and delivery of a strategic plan.
  • Budget Management in excess of £100,000 per annum.
  • Working in partnership with other agencies and organisations to deliver projects
  • Delivery of capital projects in the Built Environment
  • Delivery of projects involving public or European funding
  • Ability to pro-actively deal with contentious and complex issues within a community
  • context during delivery of strategic projects.
  • Experience of contract management and appropriate procurement of goods and services.

OR

Where applicants do not hold the qualifications as outlined in 1 above, they must demonstrate a minimum of 5 years' experience as above.

Knowledge

Practical understanding of the main issues and developments impacting on service delivery within Regeneration across the Council area, including grant aid opportunities.

General

A full current driving licence valid in the UK and access to a car

or

Have access to a form of transport that enables you to carry out the duties of the post .
