Skills Development Officer required for ongoing contract until approx March 2023 - £18.85ph - Ballymena - 37hpw
The Skills Development Officer will be responsible for the co-ordination and operation of the new Mid and East Antrim Labour Market Partnership (LMP).
MAIN DUTIES AND RESPONSIBILITIES
1. Service Delivery
1.1 Co-ordinate and develop the Labour Market Partnership programme of work, including the identification of specific projects, activities and initiatives and establishing effective programme and project management arrangements to secure effective delivery.
1.2 Undertake a Strategic Assessment for the LMP, identifying priorities arising from statistical information and consultation as a basis for developing Partnership Action Plans.
1.3 Identify, develop and procure interventions to help improve employability outcomes and/or labour market conditions locally.
1.4 Build effective and sustainable working relationships with a wide range of stakeholders and promote a collaborative approach to develop and deliver the LMP and skills delivery, working across the private and public sectors, the third sector and other special interest groups.
1.5 Using an Outcomes Based Accountability approach, collect evidence that can be used to create Performance Scorecards that consider the impact of the Partnership on agreed whole-population indicators, the borough's Community Plan and the Council's Corporate Plan.
1.6 Develop local policies and procedures relating to the work of the LMP, in compliance with statutory requirements, and act as the designated officer for the purposes of complying with Freedom of Information, Data Protection and Equality legislation and monitor their implementation.
1.7 Communicate advice and guidance to the LMP on legislation, policy, commissioning research, statistical reports, publications relating to the work of LMP and local employability/labour market issues.
1.8 Ensure that work is delivered in accordance with funding requirements, including adherence to the programme guidelines and in relation to the regulatory requirements stipulated by DfC and other agencies providing funding through the LMP, such as DfE.
1.9 Ensure internal delivery and/or undertake external procurement of relevant services and expertise, in line with agreed outcomes and ensure appropriate financial and project management by project delivery agents.
1.10 Regularly monitor, evaluate and report on the delivery of the LMP programme and key strategic themes against key performance indicators and the agreed project milestones, costs and quality requirements.
1.11 Identify opportunities to work collaboratively with the Employability and Skills team and with other colleagues across the service, department and wider organisation, in order to maximise the delivery and outcomes of the LMP.
ESSENTIAL CRITERIA:
Applicants must:
* have a minimum of a degree
AND
Be able to demonstrate, by providing personal and specific examples, that they have two years' experience in an Economic Development function to include:
* Developing, monitoring and managing the successful implementation of employability projects to address specific challenges ensuring compliance with relevant corporate policies and/or funder requirements.
* Developing and leading partnerships with external organisations or in professional project teams to successfully deliver projects and to meet identified employability priorities;
* Identifying, securing and management of external funding sources; and
* Financial management, analysis and reporting.
OR, for candidates who do not meet the qualification requirements as outlined above:
Be able to demonstrate, by providing personal and specific examples, a minimum of four years' experience in an Economic Development function to include:
* Developing, monitoring and managing the successful implementation of employability projects to address specific challenges ensuring compliance with relevant corporate policies and/or funder requirements.
* Developing and leading partnerships with external organisations or in professional project teams to successfully deliver projects and to meet identified employability priorities;
* Identifying, securing and management of external funding sources; and
* Financial management, analysis and reporting.
Knowledge:
A comprehensive knowledge of the economic development policy environment and the local, regional and national challenges facing the economy.
A thorough knowledge of the range of business support initiatives available to support the development and growth of the economy.
A clear understanding of the workings of local government and the wider environment and political context in which it operates.
